Smith was tossed the ball after Vaughan Munro and Jack Stace had given him 16 runs to play with after both teams had scored 93 off their allotted 20 overs.
Munro smashed seven off two balls while Stace hit nine off four to put Hastings in the box seat.
Coach Paul Munro said their different tactics with the ball then paid dividends.
"We thought we'd take the pace off the ball and Les bowled spin and they only made five runs off the over," he said.
"It was a good team effort and Brendan Walsh captained the team really well. Our fielding was really good. Everyone contributed."
In the second match, Hastings cruised to a 37-run win after they hit 6-111 off their 20 overs before they restricted Manning to 8-74.
Michael Vandoros (36) and Lincoln Proctor (32) were the best of the Hastings' batsmen.
"It was part of the Mid North Coast representative season, but we won't play for a while now. Macleay had trouble getting an under-16 side so we'll play some 50-over games and a final after Christmas," Munro said.
