The surfing culture and the significant people and milestones throughout the surfing eras would be celebrated at a purpose-built surfing museum in Port Macquarie under the plan.
A preferred location has been identified at Oxley Reserve on a parcel of land behind the Maritime Museum cottages adjoining the tennis courts.
The Port Macquarie Surfing History Association president Alan Jeffrey said the plan was for the surfing museum building to complement the maritime cottages.
A building of about 400 square metres is proposed along with car parking.
More detailed plans are needed as part of the process.
Discussions with Port Macquarie-Hastings Council and Crown Lands are ongoing.
The association has met with Port Macquarie MP Leslie Williams who is supportive of the surfing museum concept.
"We are happy with the progress we have made," Mr Jeffrey said.
"It was always envisaged it would be a five-year plan and we are half way through that."
Mr Jeffrey believes the preferred location would have visitation benefits for both the surfing museum and Mid North Coast Maritime Museum.
Mid North Coast Maritime Museum president Ted Kasehagen said the preferred location for the surfing museum would be an excellent site and would fit in with tourism potential.
The Port Macquarie Surfing History Association showcased the surfing museum proposal during the Hastings Summer Waves event at Westport Park on Australia Day.
The group's membership is approaching the 150-mark.
