Heavy and consistent rain dumped up to 200mm in some parts of Port Macquarie-Hastings with low-lying flooding occurring along the Hastings and Camden Haven rivers.
With a 1.9 metre king tide predicted for today (December 17), the clean up is expected to take a few days, according to group manager recreation, property and buildings Liam Bulley.
Council had contractors on site early in the morning and had made significant progress at the southern end of the beach and near the breakwall.
Mr Bulley said the beach will remain closed to beachgoers for safety reasons and until the turbid water quality improves.
"By flood standards it's not the worst we've seen, but there is plenty of debris to tidy up," Mr Bulley said.
"We've still got king tides to contend with which will chase us back a little, and still some debris coming down the river. We will get through as much as we can today and tomorrow."

The debris will go to landfill because of the level of sand and other loose material in it and will breakdown over time.
Three large trucks had already removed seven laods from the beach by 10.30am.
"Hopefully we will have it tidied up in time for Christmas and it coincides with good weather and people can get out and enjoy our beaches," Mr Bulley said.
