Library manager Jim Maguire said the library had no access to recycled water, so they could not keep the community garden going amid level four water restrictions.
Volunteers look after the library's community garden, which fronts Gordon Street.
"It's a great little community project and we are hoping it's just a short-term thing," Mr Maguire said about the community garden's temporary closure.
The seed library is unavailable during the level four severe water restrictions.
Mr Maguire said it would seem like a contradiction to encourage people to take seeds during level four water restrictions.
All outdoor residential use of drinking water is banned under the severe water restrictions.
The seed library aims to encourage people to grow healthy food, reduce costs and become more active in the garden.
The basic concept is to borrow seeds, plant them, enjoy the resulting crop, harvest the seeds and return them to the library for another borrower.
Level four water restrictions are in force for residents and businesses.
Residential water restrictions apply to businesses which do not rely on water to produce an income.
Commercial operators will be limited to critical use only from February 25.
