The $4 million project is expected to take about 10 months to complete.
There will be a fisherman's wharf, unloading jetty, two large mooring berths, realignment of the rock revetment and an extension of the boardwalk from the former Hastings River Fishermen's Co-op site through to Kooloonbung Creek.
Port Macquarie MP Leslie Williams said the project would be a great boost to Port Macquarie's maritime and tourism infrastructure, while revitalising the former site of the Hastings River Fishermen's Co-op.
The state government announced a $2.8 million investment in the project in October 2017.
The scope of works has since expanded and the state government has now allocated $4 million.
The Department of Industry - Lands awarded the construction contract to Roseville-based marine contractor GPM Constructions after a tender process.
The boardwalk extension will improve connections and accessibility.
Mrs Williams said everyone agreed the walk along the foreshore was becoming more and more popular.
"It's really exciting we are going to see some significant improvements and also important we can continue to support our commercial fishermen through this unloading jetty," she said.
"I think it just gives a new flavour to what we can experience on the Hastings River."
Mrs Williams said the public wharf would provide a magic spot for fishing and recreation.
The two mooring berths will service large commercial vessels, while the unloading jetty will also provide access for ambulances and other emergency services.
Meanwhile, the state government, in another project, has awarded a contract for up to $325,000 for dredging in the Hastings River to maintain boating access.
Mrs Williams said Dredging Solutions was awarded the contract following a competitive tender by the Department of Industry - Lands.
Work on the dredging project has started.
