The Northern Regional Planning Panel approved the 504-lot Torrens Title subdivision on Port Macquarie-Hastings Council-owned land at Thrumster Street.
The documentation cites a capital investment value of about $17 million.
The staged subdivision includes 500 residential lots, two public open space lots, one business lot and a residual lot containing environmental, industrial and residential zoned land.
MJM Consulting Engineers was the applicant on behalf of the council as the landowner.
The council, on the back of the development application approval, will consider what the future of the site will be and a proposal will go before councillors that some point in the future.
Then administrator Garry Payne in late 2010 approved a way to pay off Glasshouse loans earlier with revenue from the sale of council's landholdings at Thrumster.
That decision still stands.
The decision will be reviewed by the council as part of a future recommendation.
Meanwhile, the planning panel deferred determination of the development application in February 2019.
A supplementary council assessment report with additional information went before the panel at its April 3 meeting in Port Macquarie.
The report said issues raised during assessment and public exhibition of the application were considered in the application assessment.
"The site is considered suitable for the proposed development and the proposal adequately addresses relevant planning controls," the report said.
The council bought the 211 hectares of land in the Thrumster area in mid-2000s for $2.2 million.
The land is within the Partridge Creek Residential Precinct of the Thrumster Urban Release Area.
