The Hastings Valley Fine Art Association member is one of several judges in the creative competition to beautify the reserve amenities block in Bonny Hills.
The creative arts design event is being hosted by Bonny Hills Progress Association and Port Macquarie-Hastings Council, with the winning design worth $1000 in prize money.
The competition is open until April 30 and has a people's choice prize of $100.
Mr Barker, a former graphic designer known for his water colour masterpieces said he was inviting interested artists to a free inspiration session at the reserve at 10am on April 6.
"I'm hoping this competition will kick off an artist hub in the area as part of a public art campaign," he said.
"I'm quite open about any ideas for the winning design but I would like to see something inspirational from young people.
"Something involving fauna and flora or a way of life."
The amenities block has previously been the target of graffiti and has been repainted a number of times.
The new design would be considered and replicated with the help of a professional mural artist, according to Mr Barker.
"The building lends itself to three paintings on a similar theme for the three blank panels," he said.
"I'd like to see something inspired and really see imaginations of what it could be.
"A lot of designs like this are beaches and palm trees but I'd like to see a more sophisticated approach.
"The most important thing is that the community has got to like it."
Competition entry forms are available by clicking here or by contacting council on (02) 6581 8111.
Designs will be display at the Surf Club from May 6 to 14.
