Liz Craft, Robyn Sparkes and Betsy Drake are organising the gathering expected to be held at Shelly Beach from 10am on Sunday, February 24.
The 20 year old Englishman and 21 year old Frenchman have been missing since February 17.
Their towels, keys and glasses were sighted next to a beach boat ramp that evening and were recovered the next morning at 6.30am by beach walkers.
Ms Sparkes said people could bring food along to share and show support.
"We're holding a gathering at Shelly Beach in support of missing young men, Hugo and Erwan, to show support for their families," she said.
"It's a community gathering because many people are involved in the search.
"I think it shows people overseas that we do care about our international travellers."
Ms Sparkes said beach regulars often talk to each other when they meet and she had noticed the men's rented silver Commodore station wagon at the beach that weekend.
State Emergency Services, Marine Rescue, NSW Police, Pol-Air and Surf Life Saving conducted searches on air, land and sea until the operation was scaled back on February 20.
Hugo's aunt, Alice Slatter, who arrived in Port Macquarie to assist the search teams, said the family were grateful for their efforts.
"Our family are extremely grateful to the police, the search teams and the local community," she said.
"You have been amazing and we thank you so much for the effort to find the boys, and for all the support."
Both men are believed to have attended Sackville School in East Grinstead, have been friends for years and shared an interest in anime, manga and video games.
Friends from the same town, Caraa Blackburn and Emily Powell, had planned the trip with the missing men in Sydney and were due to meet them in Port Macquarie.
"We were living together in Melbourne for a while, then we moved up to Sydney where we stayed in Kings Cross together for ages... they were just the most crazy, bizarre times," said Ms Blackburn.
"Emily made a whole plan of stops along the east coast starting off at Port Stephens and Lake Macquarie - we arranged to meet them but they weren't answering (their phones).
"Everyone back home is hoping and praying (for their return) but the reality of being here is a little too sobering.
"We just want any information... obviously it might be hard to remember two boys going about their business but if anyone was around Sunday evening we just want them to rack their brains."
Both missing men were beginner surfers, Hugo enjoying skateboarding and playing guitar while Erwan was interested in gymming and sport, according to Caraa and Emily.
"Hugo called us when we were still working and he said he was really enjoying it at Lake Macquarie - he was just saying how good it was and he was following my plan of the stops I'd written down for us," said Ms Powell.
"They absolutely loved it (Australia), going surfing and being social, meeting everyone.
"A part of me still wants to believe that they are out there somewhere, but it's really not looking likely."
Rachel Rhodes, whose 14 year old son, Bronson, went missing at Flynns Beach on December 16, 2017 said more needed to be done to prevent people going missing.
"Even before Bronson went missing we were discussing some kind of warning to people of rips... similar to the body board shaped one at Town Beach," she said.
"I don't think there is enough warnings about the dangers of the ocean and an average person can't spot a rip.
"Signs could have a photo of a rip explaining what it looks like, or display the number of people who disappear off our beaches."
Police are still appealing to anyone who might have seen the men, or their car, near the Shelly Beach car park or in the surrounding streets to contact them.
Hugo Palmer from Forest Row Sussex, England, is described as being of Caucasian appearance, with fair hair, 180cm tall and with an athletic build.
Erwan Ferrieux from France has dark hair, brown eyes, a tanned complexion and is between 175cm-180cm tall.
