A council spokesperson said although rangers do patrol these areas and they are sign-posted, dog owners are not complying with restrictions.
"When enjoying off-leash areas, it's important that dogs remain under the constant supervision and control of owners at all times and owners respect other users of the off-leash areas," the council spokesperson said.
Further information and locations of off-leash areas are available on council's interactive map for Dog friendly areas.
"When walking dogs on a leash, your pet should be under your control at all times when in public places including parks, sports fields and bushland areas - unless signage indicates it is a dog off-leash area.
"For the safety of users, dogs are not permitted within 10 metres of children's play areas.
"Please respect the environment and the enjoyment of others and immediately 'scoop the poop'.
"Dog owners are required to carry a plastic bag to pick up dog droppings. It is an offence not to pick up after your pet and on-the-spot fine may be issued."
