A multi-million dollar apartment development with 68 units is proposed on a key site off Pacific Drive near Windmill Hill.

The $23.5 million development will feature two levels of basement parking, six residential levels above the basement and one unit at lower ground level.
The basement levels are proposed be home to service areas, car parking with 100 spaces, 10 bicycle spaces and four motorcycle slots.
The vehicle access would be off Pacific Drive.
The site, on the western side of Pacific Drive, comprises vacant land and an existing motel.
The vacant land is next to Rocky Beach Motel.
The development application, lodged with Port Macquarie-Hastings Council, will be determined by the Regional Planning Panel.
Sydney-based Laurus Projects is the applicant.
The development application seeks approval for a demolition of buildings and construction of a residential flat building and associated parking, driveway, services, drainage and landscaping.
There would also be a consolidation of allotments and subsequent strata subdivision.
"The aim of this development is to provide high quality units with generous living areas, highly sought-after expansive views and landscaping which screens the adjoining dwellings to the north, south and west and provides an attractive appearance when viewed from surrounding properties and Pacific Drive," the statement of environmental effects report said.
"This is reflected in the proposed architectural design and landscaping."
The report said the building responded to the desired future character of the area for higher density in a landscaped setting.
The development has been designed in three cores, the report said, which allows the development to present as three components rather than a single mass.
The development application documents describe the architectural style as "contemporary and sympathetic to its coastal surroundings".
A variation to the height limit is being sought.
The statement of environmental effects said the variation to the height limit had been requested as the site topography made the design of the building difficult to strictly adhere to the height limit.
"It is important to note that the requested height variation does not relate to this northern area of the building, but rather as the building steps down the slope towards the southern portion of the site," the document said.
"The building complies with the height control for this northern portion of the site where there is a potential for view loss to ensure the impact is minimised."
A portion of the development site is owned by Port Macquarie-Hastings Council and the purchase is underway, the statement of environmental effects said.
The council has engaged external consultants to complete the DA assessment.
The DA assessment is still underway.
The application will be forwarded to the Regional Planning Panel for a determination but the timing of a meeting for a determination is not yet known.
All those who lodged a submission will be invited to attend the meeting once a day is set.
Members of the public will be able to register to make representations at the meeting to further inform the planning panel before a decision is made.
COVID restrictions may mean that it is a virtual meeting.
