Premier Gladys Berejiklian announced the figure, which is a drop on the previous day's figure of 466, on Sunday.
Four people have died in the latest reporting period, two women and two men, aged from their 50s to 80s.
There are also 62 COVID sufferers in intensive care at hospitals.
Of the 415 new cases, 35 were infectious while in the community and Ms Berejiklian said that figure was expected to rise as their circumstances were further investigated.
There have been 127,000 COVID tests done in NSW in the 24 hours to 8pm Saturday.
Ms Berejiklian also reported the state had no passed the five million mark for immunisation.
The state's chief health officer Kerry Chant said the case numbers remained disappointing and called for continued following of rules.
Dr Chant said she was very concerned at case numbers in western NSW around Dubbo and Walgett.
Case numbers in the Hunter have stabilised while there are no new cases reported in Armidale or Tamworth.
Virus fragments are being detected in sewage treatment plants at Tamworth, Ballina and south Lismore in the New England and Northern Rivers regions.
The Premier acknowledged the extra Pfizer vaccines that is being deployed to NSW from the federal government. Prime Minister Scott Morrison announced on Sunday Australia will be receiving one million more vaccines from Poland with most to go to NSW.
NSW recorded 466 COVID-19 cases on Saturday, with the whole state then sent into a seven-day lockdown from 5pm.

- Obtain food and other goods locally
- For the purposes of work or education if it is not possible to do it at home
- Exercising locally
- Medical or caring reasons
- Obtaining a COVID-19 vaccination
