First came the floods which pushed the season start back four weeks, then Port Macquarie Regional Stadium suffered flood damage and then more wet weather followed.
Regional Stadium was then turned into a COVID-19 mass testing clinic in late June which made it unavailable for an unknown length of time.
Just when it may again be available is unknown.
Two rounds have already been postponed this season with last Saturday's Port Macquarie-Macleay Valley fixture in Wauchope the only match to have been played in the last fortnight.
"It's been a nightmare (to do the draw), especially this last one (adjustment),'' Mr Drury said.
Any more wet weather is likely to result in clubs either sharing the points or the round being cancelled altogether.
"We needed a bit of luck with the weather,'' Mr Drury said.
The two Port Macquarie sides have arguably been hit the hardest as a result of the ever-changing landscape surrounding season 2021.
The Sharks have played just one game at home, while the Breakers have hosted three in 10 rounds.
"I feel sorry for the two Port Macquarie clubs because they won't get the chance to raise money from their home games and that's a big issue for them. Last week we were at Wauchope with Port Sharks," Mr Drury said.
Further headaches loom later this season with the potential unavailability of Lank Bain Sporting Complex at Wauchope from late August.
"Hastings League set up there for their finals and grand final from late August so they're the issues we have to cross when we come to them."
Midweek catch-up games now appear to be unlikely with most clubs fielding four sides - women's league tag, under-18s, reserve grade and first grade.
"You can't play catch-up games anymore because you don't have enough time with most clubs having four sides," Mr Drury said.
