The development application for a residential flat building with strata subdivision at 26-28 William Street attracted eight submissions to Port Macquarie-Hastings Council.
The development application includes a floor space ratio variation, which is greater than a 10 per cent deviation from the standard.
It was therefore required to be determined at a council meeting.
The development application was granted consent, subject to conditions, at the council meeting on Wednesday (April 21).
The site is occupied by a two-storey house and a two-storey apartment building with three small separate units.
Both buildings have views across William Street to Town Beach and Queens Head.
King and Campbell town planner Terrance Stafford described the location as probably the last A-grade development site in the town.
The existing buildings will be demolished to make way for the eight-storey residential flat building with basement parking.
The project also involves the widening of Maritime Lane to 5.5 metres for the frontage of the site and provision of full frontage exposed aggregate footpath paving within William Street and south along Owen Street to the building's entry point.
There will be a 1.5m-wide concrete pathway south of the building's entry to the northern edge of Maritime Lane.
Mayor Peta Pinson described the project as "appropriate development" which would create some economy, some jobs and more housing which was desperately needed.
The site is located within an area featuring multi-storey residential flat buildings, holiday apartments and Port City Bowling Club.
Deputy mayor Lisa Intemann pointed out an additional condition which meant if unexpected archaeological finds were discovered, appropriate action would be taken.
Mr Stafford said he would consider that a standard condition and they had accepted it.
