The DA will include a rezoning application. Work to clear the site has been completed.
Macksville-based Webb Petroleum, who operate the BP service station on Ocean Drive and at the donut, is developing the site.
Mike Webb said the project is running behind schedule in regards to submitting documentation to Port Macquarie-Hastings Council.
"Once we get everything together, we will hopefully submit a DA in mid-September," he said.
"We are lodging documents for a rezoning application and DA combined.
"The site is currently residential and we have cleared the ground, removed all the rubbish from the site and demolished the building.
"We are now able to see the full extent of the land, which is very suitable for what we want to do," he said.
"This service station is much needed in that area. Currently drivers have to access fuel on Hastings River Drive or in town."

Mr Webb said he was receiving positive feedback from the adjoining neighbours and the wider community.
"This will be a great addition to that area, we are getting good feedback; it's a great location," he said.
"It will service an area that is lacking in a service station.
"We are looking to commence construction around April 2021."

Mr Webb said the total investment was around $5 million including the land purchase.
Up to 60 tradespeople could be involved in the construction phase while, once completed, around 15 staff members will be employed.
"It is quite a substantial investment," Mr Webb added.
He remained positive about making the decision to invest in the multi-million project.
"It's what we need to do in today's climate.
"This decision will be well justified because it is near major facilities including SCAS, the uni and the growing residential developments.
"There is a lot of development in and around that area, anchored by Coles."
Mr Webb said he was unsure of the branding, at this point, but said he was pursuing a number of options.
Once complete, the service will operate seven days and will likely include a cafe.
He wanted to create a "destination service station" for customers.
"We will be creating a large grassed area with plenty of seating," he said.
"It will be something beyond the normal service station and provide something that actually attracts residents.
"A number of trees on the site will be remaining.
"It is such a good block of land to spread out (the development)."
Mr Webb said he purchased the land in June 2019.
