It comes after mayor Peta Pinson went public with bullying and harassment allegations in a late mayoral minute at the June 3 meeting of Port Macquarie-Hastings Council.
The mayor said council as an elected body had become a "warring faction".
She raised concerns about the functionality of the elected body and their decision-making processes.
Deputy mayor Lisa Intemann said these were very serious claims and should be formally examined for their validity.
Cr Pinson's attempt to push for an early council election failed to get across the line at the June meeting.
The general manager was requested to provide access to appropriate external professional advice and support for council's elected representatives to ensure optimum performance in these extenuating and unexpected circumstances.
A professional mediation session with an external mediator is set for Thursday, June 25.
Cr Pinson and Cr Intemann declined to comment ahead of the mediation session.
The councillors were elected in 2016, while Cr Pinson claimed the mayoral role in a 2017 by-election.
Council elections in NSW have been pushed back to September 4, 2021 due to the coronavirus pandemic.
