CTK Natural Resources Pty Ltd said the hard rock quarry on Lookout Road had been five years in the making.
Managing director Graham Lockett said he was pleased the protracted approval process had been completed.
"All construction certificates permitting CTKNR to proceed to construct the necessary infrastructure for its quarry have been granted by Port Macquarie-Hastings Council," he said.
"The final construction certificate marks a turning point for the company.
"It means we can convert a project which we have been working on for five years into a fully-fledged new quarry operation contributing to the Port Macquarie-Hastings regional economy."
Mr Lockett said the quarry of consistent high-quality rhyolite with minimal overburden material was located within the Broken Bago State Forest.
It will operate initially for 20 years with a permitted annual production of 200,000 tonnes per year under licence from the Forestry Corporation of NSW.
However, Mr Lockett added the resource available within CTKNR's license area is many times greater than the current approval which is tailored to current market needs.
"CTKNR is presently engaged in the process of selecting appropriate partners to assist in construction of the infrastructure and evaluating its project customer base," he said.
"We will make further announcements over the next few months as developments go forward."
