Need to increase water storage capacity

I know new houses have to install water tanks but I believe the dams are the same and yet we are increasing population.
Due to drought we are already on level 3 restrictions and have been on level 1 almost permanently.
We need to catch and store more water when it is available . i.e. rain. Bigger or more dams.
