Lamb emerged victorious by two shots with rounds of 67 and 70 while Murray could only manage a round of 69 and one of 70.
Murray played the first 14 holes with one birdie (on the fourth) and 13 pars to challenge his Concord opponent.
But just as it looked like he was going to par his way to the title, Lamb responded with birdies on the 10th and 12th to re-take the lead.
When Murray dropped his only shot of the day on the 15th, Lamb had a two shot lead and that was enough to claim the title.
It was a case of deja vu for Murray who fell short at the same event 12 months ago.
Murray had another chance to put his name on the trophy as he, along with more than 100 others competed on the testing Kew Country Club layout.
Yerin Kim (Strathfield) came from behind over the back nine on Sunday to win the girls division.
It was two straight Junior Masters titles for Kim and Lamb, having both won the Illawarra Junior Masters last month.
With both players leading by two shots heading into the final hole, Lamb made a birdie to seal the title whilst Kim went one better, holing out from the trees for an eagle and a four shot victory.
William Kain (The Ridge) provided another highlight on Sunday, recording the second Hole-In-One of the weekend with his ace on the 10th.
Kim overcame a six-shot deficit to win back to back North Coast titles.
Overnight leader Angelina Gong couldn't back up her opening round of 70, falling to fifth spot with an 81 on Sunday.
She finished one shot behind the consistent Charlotte Perkins (The Australian), with rounds of 75 and 75 seeing her finish in fourth.
Annika Boyd (Pymble) had another fantastic finish in a JNJG Junior Masters tournament, bouncing back from a 78 on day one to fire an even par 71 and move into third.
She couldn't catch the two leaders however, with Brielle Mapanao (The Australian) joining Kim in the lead as the player's made the turn onto the back nine.
A two shot swing on the 11th proved vital, with Kim maintaining the advantage all the way through to the 18th.
Just when it looked like Mapanao could apply some pressure after Kim found the trees off the tee, the 17 year old provided the shot of the year.
She punched low under the branches and ran the ball all the way up the bank, onto the green, and into the hole for a walk-off eagle and a four shot win.
