The St Joseph's Regional College year 11 student is playing twice a week on his way to the 2019 North Coast Junior Masters held at Kew Country Club on May 18 and 19.
He has previously triumphed in the North Ryde Junior Open Amateur Cup in late January, winning it by three shots.
"I was cruising because it is a bit of a tight track," he said.
"On the day my putting was on fire and I had just got a new putter so obviously it was working pretty well.
"I was trying to use my patience and not being too aggressive."
The win netted Phillips an engraved trophy, $400 and a box of new golf shoes.
The keen golfer has his sights now set on the junior masters in May, tournaments in Port Macquarie and the NSW Junior Championships in Newcastle.
