The $3.4 million development features the construction of 15 single-storey self-care units in Cameron and Young streets.
The Wauchope RSL Club is behind the project.
Project manager Bill Amy said the club saw the need to provide specialised seniors living accommodation to keep seniors in the Wauchope community.
Mr Amy said the development site had a convenient location, close to shopping and social activities.
He said the development would be a worthwhile one for Wauchope.
"Provision of seniors housing in Wauchope is seen by the club as a positive for the Wauchope community," he said.
Mr Amy said the development would keep the older generation active within the Wauchope community and keep the community vibrant.
Elderly residents will live independently in the villas to be built on Wauchope RSL Club-owned land.
The club will now work towards a construction certificate with a view to go out to tender to build the development.
It is expected the construction phase, including the associated road works, civil works and services upgrades, will represent about a 12-month project.
Councillors approved the development application at the April council meeting after deferring the matter two months earlier.
A councillor briefing about car parking went ahead in March.
Deputy mayor Lisa Intemann said the development was definitely an advantage to the community.
