The strategy is designed to improve community awareness about what council is doing to mitigate the Oxley Highway congestion at the Pacific Highway, Wrights Road and Lake Road intersections.
It is also aimed at explaining the responsibilities between council and the Roads and Maritime Service (RMS) on these roads.
At its December meeting, council moved to resolve 'the traffic chaos' by writing to state government ministers, local members and the RMS.
But a report to council's February meeting acknowledged the difficulties involved in providing information to the public.
"Garnering community interest in the detail on which level of government is responsible (for what road) is not easy," the report said.
"There are many in the community who are not concerned by 'who is responsible for what' but more focused on 'someone needs to fix it'."

Cr Rob Turner says he supports council putting out fact sheets on the topic.
"We want to develop a library of these facts to email, mail or attach to social media posts," he said.
"We will have the communication tools to get this message out there, particularly regarding the Oxley Highway and what we are doing there."
Cr Peter Alley said he would raise the matter with shadow minister for roads Jodi McKay's office.
Acting mayor Lisa Intemann said the community strategy would make it clearer to residents as to the real situation with regards to roads.
"This is a shared responsibility for roads," she said.
"This includes the intersections of the Oxley Highway with the donut, Lake Road and Wrights Road which are not council's responsibility.
"Rather they are RMS controlled," she said.
"Outcomes for roads in our area are always the result of a partnership between council and the RMS."
