Port Macquarie-Hastings Council says the decision was made to improve the stair's design.
Work on the new access stairs was well underway. It featured new steps and a railing down the centre.
The work on the new access included, new stairway, concrete pathways linking the stairway and entrance to the access track to Nobbys Beach Obelisk, interpretive signage, relocation of assets, removal of existing stairway and revegetation.
Council director Melissa Watkins says council will recommence work next week.
“Council is committed to upgrading the beach access stairs at Nobbys Beach, as part of improvements identified in the Coastal Walk Master Plan," Ms Watkins said.
"The location for the new stairs was chosen to allow for easy beach access in an area where vegetation had degraded, with the existing access stairs remaining open during construction.

"Works are scheduled to recommence around Tuesday December 18."
Ms Watkins said council thanked the community for their patience as we upgrade yet another popular section of our region’s iconic Coastal Walk.
The 9.1 kilometre Coastal Walk is one of Port Macquarie-Hastings' premier attractions and is regularly used by locals and visitors.
Starting at Westport Park car park stage 1 is around two kilometres to Town Beach Kiosk. State 2 continues on to Flynns Beach Surf Club and is about 2.2 kilometres.
Stage 3 is some 2.2 kilometres and takes around 45 minutes to the Shelly Beach (southern) car park.
The final 2.7 kilometre walk takes about 60 minutes to complete with a final destination of the Tacking Point Lighthouse.
In November, council undertook works to upgrade the significant Flagstaff Hill section of the walk.
That work included upgraded stairs to the viewing platform.
