The $6 million project started on October 22, 2015 and aimed to improve vehicle movement and safety for pedestrians and cyclists, with the remaining stage one works including footpaths, line marking and traffic islands.
Stage two, which spans from Garden Crescent to Aston St and includes a new roundabout at the intersection of Findlay Avenue and Blueberry Lane, will also start on Friday.
This will require the closure of Hastings River Drive between Garden Crescent and Aston Street.
Stage two incorporates the upgrade from single lane to dual lane roadway and features shared access footpaths, cycle paths, pedestrian refuges, bike lanes along with the aforementioned roundabout.
Vehicle access will be maintained for residents and local businesses throughout the construction period and work is expected to be completed in May, weather permitting.
Port Macquarie-Hastings Council infrastructure director Jeffery Sharp says the upgrade will improve traffic flow and road safety, and relieve congestion.
"It has been very well received by the community and we have received a lot of positive feedback," he said.
"The completion of stage two will essentially complete the dual lane over the length of Hastings River Drive through to Hughes Place.
"The weather has the potential to have a big impact however we hope that it will have minimal impact."
