Hastings River Drive, from the Gordon Street traffic lights to the Park Street roundabout, and extending down to Buller Street traffic lights, closed to traffic on Tuesday to allow for the completion of stage one upgrade works.
The remaining stage one works include footpaths, line marking and traffic islands.
The upgraded stage one will reopen before work begins on stage two.
Stage two, which spans from Garden Crescent to Aston St including a new roundabout at the intersection of Findlay Avenue and Blueberry Lane, is scheduled to start in February.
Port Macquarie-Hastings Council says the upgrade will improve traffic flow and road safety, and relieve congestion.
The project has a $6 million price tag.
The upgrade is funded through the state government's Local Infrastructure Renewal Scheme and cash reserves.
The Local Infrastructure Renewal Scheme provides councils with a subsidy in interest costs.
