Moorland's Trudy Jane Sheiles, 38, appeared on audio visual link accompanied by a Justice Health worker.
Her solicitor Roger Firth said Ms Sheiles had not been psychologically assessed over the weekend.
On the first occasion the appropriate staff were not available at Port Macquarie Base Hospital, and the next time the doctor declined to administer the test as Ms Sheiles was not able to give consent.
Mr Firth said the events surrounding the incarceration justified an application for her to be forensically assessed either in prison or at a police station.
But magistrate Thomas Hodgson did not agree.
"I know it's a DPP (strictly indictable) matter and I decline to make that order," he said.
Ms Sheiles sighed and slouched before walking out of the camera frame.
She will next appear in Port Macquarie Local Court on February 19, 2015.
