The refund is a result of government's CTP Green Slip reforms.
When the new scheme started on December 1, 2017, prices were reduced for most vehicle owners, if you paid a higher old scheme price you may be eligible for a partial refund.
Member for Port Macquarie Leslie Williams said the new CTP scheme is delivering significant savings for motorists.
“The NSW government last year overhauled the old CTP Green Slip Scheme to create a more affordable, lower cost scheme," she said.
"In addition to lower premiums in 2018, the government is providing partial refunds to the owners of vehicles across the state with insurance premiums calculated based on the cost of the old scheme.
“The new CTP scheme is delivering significant savings for motorists."
Mrs Williams said the average Green Slip price this year across the local area will be $423 down from $481 last year.
Refund amounts will differ between motorists depending on when they renewed their Green Slip.
The closer to December 1, 2017 a motorist paid their premium, the larger the refund.
So, how do you access your refund?
People with a MyServiceNSW email account can expect to receive an email advising them if they are entitled to a refund.

The refund will be processed through their MyServiceNSW account and paid into a bank account of their choice.
Vehicle owners who do not have a MyServiceNSW account can check online if they are eligible for a refund here or by visiting a Service NSW Centre before creating an account.
The refund does not cover all passenger vehicle owners.
Some passenger vehicle owners will not get a refund if they renewed or purchased their Green Slip early in 2017 or late 2016 and their refund amount is less than the $10 minimum refund amount.
Motorcycle owners are not eligible for the refund.
Green Slip prices have not come down for motorcycles under the new CTP scheme and therefore there is no refund for motorcycles.
With the new six-month no-fault period, injured motorcycle riders, particularly those at-fault in the accident, now receive more coverage and benefits including weekly income payments and medical costs.
Another reason they are not getting a refund/reduced premiums is that the costs of their injury claims are significantly higher than injuries in any other class of vehicles.
The average cost of a motorcycle injury claim is between $250,000 and $300,000 (compared to around $100,000 for other vehicle class injuries). With the new no-fault scheme for the first six months, claims costs for injured motorcycle riders will increase.
