Even then the building will not be operational for an estimated two months while the shell is fitted out.
"It will still cost us about $100,000, but thanks to volunteers and materials supplied at great discounts by local businesses and tradespeople, we will be save around $80,000," Mr Yates said.
He said they will have access to the building today so they can get measurements for ordering cabinetry and furnishings.
"We will be able to look at where the wiring and other internals need to go, but we can't do any work on it yet."
"The roof went down on Wednesday, so that was good."
He said the unit is still waiting to hear who has been given the tender to operate the kiosk, formerly run by Marine Rescue.
"All the expressions of interest were in on time and notice could have been given after the council meeting in December.
"There's no valid reason why it wasn't," he said.
"Whoever gets it, doesn't have much time to plan."
Mr Yates said once the successful applicant for the kiosk is announced at the council meeting on February 17, the refit of the kiosk will then have to take place and that will take time.
