Department of Primary Industries acting director strategic projects Phil Fogarty said the expression of interest was open and transparent with all interested parties able to respond.
"Woolworths was assessed as the preferred candidate in accordance with the terms of the expression of interest for the sale of the site that was offered to the market in early March this year," Mr Fogarty said.
Department of Primary Industries and Woolworths will enter into direct negotiations to finalise terms for the purchase of the site.
The Plaza car park is Crown Land.
Crown Lands, before launching the expression of interest process, had been negotiating with Woolworths as part of the supermarket giant's plans to develop its Food for Less site and the adjoining Plaza car park.
