It comes after Tuesday's (November 2) announcement by the state government that freedoms for the unvaccinated would be pushed back to December 15 - or when NSW reached 95 percent double dose.

The 95 percent threshold appears unlikely to occur before December 3.

The result means a few less players than usual will participate in the annual event at Tuffins Lane and Regional Stadium, but it's one NSW Touch Association general manager Dean Russell is comfortable with.

"Our position has been that we will abide by the Public Health Orders at whatever stage our events fall in," he said.

"It seems highly unlikely as a state we will reach the 95 percent measure by December 3. First vaccinations are only at 93 percent and second vaccination is at 88, so the effect on us is only fully vaccinated participants can attend the State Cup."

Mr Russell said the venue was likely to be set up where only three access points would be available which will be controlled by security personnel.

"People will have to QR code to get in and show their vaccination certificate at the point of entry and if they don't do that, then they will be refused entry," he said.

"That's the method we will utilise and we'll still run a structured event where we'll have a half day to bring people in, have a break, move them out and then have an afternoon session."

While there were some concerns surrounding unvaccinated players and/or spectators attempting to access the venue, Mr Russell admitted there were always concerns at any event.

It wasn't just COVID-related.

"There is always a concern, but there's a concern - COVID or not - that a club would put somebody in their team who isn't registered and play them under a false name," he said.

"We'll have to make sure we're doing everything in our power to ensure that everyone who participates or is on the venue is vaccinated."

Team nominations for the event closed on November 1.

"Teams were up around 220 and we've had a couple of teams withdraw because of the announcement. Where we land we don't know at the moment, but it's certainly encouraging," Mr Russell said.
