Dr San Clarke kicked off the island's vaccination drive in July, stating people were eager to come forward for the jab.
Ninety five per cent of the island's population is now fully vaccinated, thanks to Dr Clarke's efforts.
"My husband would tell you that I'm a squeaky wheel," she said.
"I made it my business to spend time with people who were uncertain or who had been misinformed in some way."
The island community has been hit hard by the coronavirus pandemic, given the strong dependence on visitation to boost its tourism industry.
"Our economy is heavily reliant on tourism," Dr Clarke said.
The NSW roadmap out of lockdown is looking at how to keep communities COVID-safe into the future when the entire state opens back up.
Regional travel will not be allowed until 80 per cent (fully vaccinated only), and a booking cap has been introduced for hospitality venues of 20 people per booking.
Dr Clarke said there's always the risk of a COVID-19 outbreak, despite the community's wonderful vaccination effort.
"Vaccination is not a magic shield," she said.
"It's a safety net we use in conjunction with others such as good hand hygiene, wearing masks and social distancing."
Dr Clarke said the island has implemented all the necessary safety measures to prevent a potential COVID-19 outbreak, as staff are well trained and majority of the population has been vaccinated.
"However we're still a vulnerable population, so if someone becomes unwell, particularly someone who isn't vaccinated, then it puts a strain on the whole community," she said.
Dr Clarke said there are just over 400 people on the island, where 25 per cent of the population is over 55-years-old and there are 63 children who are under the age of 12.
