Lesley said she was "pretty surprised" to receive the honour.
The award recognises Lesley's significant contribution to the Port Macquarie community over decades.
"I see so many people who are struggling, and often through no fault of their own, and I just think when somebody has the capability and capacity to do something, I think it's really remiss if you don't," Lesley said.
"I just can't sit back and see things that should be done, not getting done."
Lesley's volunteer commitment over the years has ranged from Scouts to St Agnes' Parish activities and Meals on Wheels.
But it doesn't stop there.
Lesley is a member of the ACES Incorporated Committee and Hastings Neighbourhood Services Committee.
She devoted almost four decades as a board member of the Hastings Women and Children's Refuge, now known as Liberty Domestic and Family Violence Specialist Services.
In 2017, Lesley stepped down from the board after 37 years.
Her support of women and children impacted by domestic and family violence dates back to the days before the refuge was established in Port Macquarie.
The effort to provide a safe haven for women and children brought together a group of determined volunteers.
Success followed, and over the years, the service has developed into a funded and highly regarded organisation.
Lesley continues to devote time to help others in the community.
"I couldn't have done it without [my husband] Brian's support," she said.
Port Macquarie MP Leslie Williams congratulated Lesley on the well-deserved Local Woman of the Year accolade.
"Prior to the latest COVID-19 restrictions, I had the opportunity to make the official presentation of the award to Lesley in front of her family and friends," she said.
"Lesley continues to be involved in so many facets of her community with a tenacious passion for making Port Macquarie a better place for everyone."
The Local Woman of the Year Award is an annual program which recognises and celebrates the support women give to their local communities throughout NSW.
