The pair have been named in a 40-man provisional pool after their eligibility for Scotland was confirmed.
Brad Currie and Brandon McMullen have been selected despite not yet being eligible.
The 40 players will feature in a trial series next month before the final squad is announced for October's competition.
Chris Sole has returned to the squad after a spell in Australia.
"It's exciting to be able to announce 40 names in contention for selection," Scotland head coach Shane Burger said.
"Every single individual on the list will have the opportunity to play in the trial series and has the chance to go to a World Cup."
Scotland will face Bangladesh, Papua New Guinea and co-hosts Oman in the first round of the tournament, with the top two teams qualifying for the Super 12s.
