The development, earmarked for 27 Pacific Drive, would feature 10 residential units, shared pedestrian access and car parking, subject to council approval.
The proposal features a mix of two-bedroom and three-bedroom units in a six-storey residential flat building on the site which wraps around the corner of Pacific Drive and Hill Street.
A two-storey unit building would be demolished under the plan.
Development application documentation said the design responded to the site's slope and stepped down in height in response to the east to west topography.
The design makes the most of the ocean and hinterland views.
Some 16 on-site car parks are proposed in two part basement carparking levels, the documentation shows.
There would be two driveways off Hill Street.
The development application is in progress after being lodged with Port Macquarie-Hastings Council.
The documents include a statement of environmental effects, stormwater report, landscape details and other plans.
