Construction started just before Christmas on Highfields Manor, a 105-bed residential aged care facility at 1 Highfields Circuit in Port Macquarie.
The project also involves building a sewer from the development site to link with the Charles Sturt University Port Macquarie site.
Palms Aged Living Management Services is behind the aged care development.
BESIX Watpac is building the vertical village with basement parking.
The footings and the structure holding the basement in place will go in after the Australia Day long weekend.

The project, valued at about $30 million, has been in the planning for seven years.
Palms Aged Living Management Services director Lillian Stockall said there was a need for more aged care given Port Macquarie's demographic and the site appealed due to its proximity to Port Macquarie Base Hospital.
Port Macquarie's infrastructure was also part of the attraction.
Mrs Stockall said Highfields Manor would have a focus on wellness and "reablement".
"We focus on what somebody can do well - whatever is good at the time," she said.
The aged care facility, which will include a cinema and coffee shop, will also have a focus on activities for residents.
Mrs Stockall said Highfields Manor would not be not a hospital but a home which gave 24-hour care.
There will be a bus to take residents to appointments and social activities.
The facility will employ at least 110 staff.
Highfields Manor will offer rehabilitation and palliative care services, as well as provide a home for full-time residents.
The plan is to develop strong relationships with the University of NSW Rural Clinical School, Charles Sturt Port Macquarie's nursing school and Port Macquarie Base Hospital.
