A Port Macquarie-Hastings Council report has recommended a $31.6 million entertainment centre planned for Bay Street be refused.

The report forms part of the development application for the proposed centre.
The Northern Regional Planning Panel - the consent authority for the project - will discuss the DA on Thursday, November 5.
The virtual meeting is open to the public, but you must register to listen or speak at the teleconference.
A development application was lodged on December 21, 2018.
The development proposes cinemas, function centre, manager's residence, amusement centre, gym, indoor bowling, restaurant and food and drink outlets. The proposal also includes retail space, carwash facility and basement car park.
The planned entertainment centre would sit on around 5771 square metres.
Cinema giant Planet Warriewood/United Cinemas is behind the proposed development.
In a report which forms part of the DA, Port Macquarie-Hastings Council has recommended that consent for the project be refused.
"The objectives of Port Macquarie-Hastings development control plan 2013 are not satisfied," the report says.
"Inadequate provision has been made for off-street parking commensurate with volume and turnover of traffic likely to be generated by the development.
"There are inadequate legal arrangements or certainty for the provision of off-street car parking to meet the demands of the development including the use of the adjoining site on Warlters Street.
"Inadequate details have been provided to demonstrate that the traffic impacts to Warlters Street will be satisfactory."
There were 291 submissions received during three exhibition phases with the proponents amending the DA on a number of fronts.
These amendments included, a reduction in building heights and gross floor area, revised signage, changes to architectural treatment and basement car parking layout, and improved pedestrian access.
However, while the report acknowledges those amendments have "resulted in improvements to the development during assessment of the application, they have failed to satisfactorily address traffic and parking impacts".
"On balance, having regard to the applicant's submission, public submissions received and assessment undertaken, the proposal is not supported," the report says.
"This report recommends that the development application be refused."
When the DA was lodged, the community appeared split on what kind of impact the proposed development would have.
A Facebook page supporting the proposal was created while a petition opposing the development captured well over 3000 signatures.
The Port News asked United Cinemas for a comment.
In an earlier interview, United Cinemas founder Roy Mustaca said they believed the development was very much needed.
"We believe that we can be of a service," he said.
"We certainly choose where we can service well and we think Port Macquarie is one of the nicest places.
