Little Bay at Lighthouse Beach and Miners Beach in Port Macquarie have been closed to the public while investigations continue.
A crime scene has been established, a NSW Police spokesperson said.
Port Macquarie lifeguards assisted police this morning and people are urged to stay away from Miners Beach, Little Bay and Tacking Point while investigations are underway.
Sections of the Coastal Walk have also been closed.
The remains will be sent away for forensic examination.
At this stage, police will not be linking the discovery with a recent case of missing Port Macquarie man Mark James, whose car was found at Lighthouse Beach a week ago, until the results of the forensic examination are made available.
