NSW Junior State Cup and NSW State Cup competitions held annually in Port Macquarie during December and February are likely to face changes to adapt to COVID-19 social-distancing restrictions.
Mr Russell said both events are scheduled to go ahead despite current travel restrictions.
"Obviously COVID-19 may play a part in the final decision but we are hopeful that by the new year things will have settled down a lot more and we can continue ahead unabated," he said.
"With the State Cup we are watching carefully and we plan for that to go ahead.
"It might be that teams play two or three games back to back and then those teams move off the venue.
"The next group comes in to play two or three games and also move off the venue. Rather than the normal situation where we have people playing a game and then hanging around in the tent for a couple of hours."
Dates are scheduled for the 2021 Junior State Cup Northern Conference from February 19 to 21 at Port Macquarie Regional Stadium and the Tuffins Lane playing fields.
Mr Russell said current COVID-19 inter-regional competition guidelines are in place until September 30 and he is expecting further advice to be issued.
"Our view right now is that people are going well in NSW (with low infection cases) although there are some new cases. Everyone is really keen to get back to some normality and be involved to get it up and running," he said.
"The government has offered advice on inter-regional competition.
"Our board will be looking at making decisions in the next month or two in collaboration with the Port Macquarie-Hastings Council and also local associations about adapting to that advice."
