Port Macquarie-Hastings Council says the repair work is running on time for an early September completion.
Extra works are also being undertaken including construction of an alternate fire exit in the building.
The council has handed over the construction to the contractor.
The building, which is home to Salty Crew Kiosk and the Marine Rescue radio base, was significantly damaged during a fire in September, 2019.
The blaze originated from a female amenities area, causing smoke and heat damage to the Marine Rescue radio base and kiosk areas.
The female amenities were severely damaged.
A second fire in April 2020 caused superficial damage.
Salty Crew Kiosk is trading well from a nearby converted shipping container until the business can move back into its home.
The Marine Rescue Port Macquarie radio base is temporarily operating out of the boat shed at Westport.
Marine Rescue Port Macquarie unit commander Greg Davies agreed the repair work to the Town Beach building was coming along really well.
"Council has been really helpful in supporting the changes we wanted to get made and everything is on track," he said.
"We are looking forward to getting back in there as soon as possible."
