The group have allegedly approached land owners with offers to cover driveways with hot mix (asphalt).
After payment is agreed to by the landowner, about eight men arrive with equipment and partially complete the work agreed to.
The workers then leave the location and never return to finish the job.
Some people in the group were described as caucasian with a British or Irish accent.
Land owners, usually the elderly, have paid tens of thousands of dollars for the uncompleted work.
