Binskin bided his time perfectly to chase down Forster's Jake Myors on the picturesque course which started at Town Green and headed out to Westport Park before returning to the Town Beach carpark.
The teenager completed the two-lap course in an impressive time of 34 minutes and 37 seconds, with Myors (36:05) and Inverell's Logan Baxter (36:26) rounding out the top three.
"I felt good and I overtook him on the second lap; we went out really fast and then I dropped (my pace) a little bit, but still went past him," Binskin said.
It proved to be third time lucky in the event with the 15-year-old previously completing two 10-kilometre runs at the annual festival.
"I did lots of training; I did about 50 kays a week which doesn't sound like much but it's quite a lot for my age," he said.
"I'm doing more endurance things like 15-kilometre runs."
Binskin said not only did he face physical challenges with his legs, but mental battles once the field thinned out.
"The end was the best part because of all the cheering," he said.
"The hardest part was out near (the first turnaround point) dodging a few people and there aren't as many people out there.
"It was tough and felt fast for the first half of it but then it started to hurt a little but the crowd got me through."
With the theme of 'Run Happy' filtering through the event in 2020, Binskin said running provided a fun activity where he could clear his mind.
"Running relieves a lot of stress and I just feel like I'm having fun when I do it," he said.
Binskin then backed up his 10-kilometre win with a third-place finish in the five-kilometre event.
He has already set his sights on a new goal.
"Maybe next year I might try the half marathon or something," he said.
Meanwhile, Frenchwoman Laura Simon (39:56) required a sprint finish to be the first female home in the 10-kilometre race.
She chased down Cronulla's Audrey Hall (39:39) in the final stages of the race, having trailed since the start with Sandy Beach competitor Leah Fitzgerald (41:51) finishing third.
"It's felt really good because for 90 percent of the race I thought I would not win it, so it's great," Simon said.
"She was really far in front of me at the start, but I slowly came back."
"The course is really nice and the weather was quite good for running," she said.
Port Macquarie registered a one, two, three finish in the five-kilometre event through Alex Horder (16:40), Harry Jones (16:55) and Binskin (17:13).
Cundletown's Brooke Hosgood (19:56) was the first female five-kilometre competitor across the line.
Caringbah's Jake Shaw (1:11:12) and Leah Fitzgerald (1:24:41) won the half-marathon races.
Cameron James (1:21:31, 38:46 and 19:48) was the quickest to achieve the Treble Breakwall Buster while Leah Fitzgerald (1:24:41, 41:51 and 22:08) was the fastest female.
