The council's Cultural Plan proposes to strengthen and support the growing creative and cultural industries sector.
The vision is for the Hastings to be "recognised internationally as an innovative leader in creativity and culture".
Critical to this is understanding the cultural economy in the region and council is undertaking an extensive research project.
The survey will explore critical success factors for local creative practitioners and businesses.
It has also has an optional skills audit section at the end to inform gaps and opportunities along with future training and funding requirements for the sector.
There will be workshops held on February 26 and 27 which will be run through focus groups to explore success factors, challenges and future needs in greater detail.
