Port Macquarie-Hastings Council general manager Craig Swift-McNair tabled the motion of no confidence in the council during the October council meeting.
The council was under no obligation to table the motion and will take no further action.
The motion was carried unanimously at a town meeting on September 8 organised by the Port Macquarie Better Orbital Options Alliance.
About 300 people attended the town meeting.
Affected residents are living in limbo as the council develops a strategic business case for all orbital road options including the proposed east-west link.
The airport access road has been separated from orbital road project investigations.
The council says the proposed orbital road would connect with Port Macquarie's existing roads and maximise transport network efficiency.
