Mr Evans is taking on the role of executive adviser to the HLA committee, acting as independent overseer for the Accord's multi-venue banning campaign.
The arrangement between licensed venues has been running since 2016 with unruly patrons names added to a barred patrons list from 24 hours right up to a lifetime ban.
Mr Evans was a Port Macquarie magistrate from 1997 to 2009, a Kempsey and Bellingen magistrate until 2014 and a police prosecutor from 1963 to 1985.
He said overseeing the current banned list of about 20 patrons in the Hastings is another facet of contributing to the community.
"As the magistrate in a country circuit you are responsible for a large number of licensing matters, particularly prosecutions that come before the court," said Mr Evans.
I don't find that it's inconsistent with what I did as a judicial officer or a policeman.
"I've always been involved in the community and in this role I feel I could contribute towards maintaining, if not increasing, the standard of food, beverage and entertainment (in the Hastings).
"It's supportive advising and assisting in the formulation of policies. The committee can come to me with a problem and we'll work together to solve it before it causes an issue in the community.
"The more people from licensed premises who are members of this Accord, the stronger it is.
"It reaches out to Laurieton, Kew, Wauchope so that people come to any licensed premises with the confidence that they will enjoy themselves and not be confronted by problem-behaviour."
Steven James from Rydges Port Macquarie, Christo Wilken of Finnian's Irish Tavern and Lillie Williams from Hastings Hotel were all sworn in as new committee members at the annual general meeting.
They will join the returning committee of Ben Rawcliffe, Bob James, Glen Stewart, Jacqueline Cudmore, secretary Chris Walker, treasurer Aaron Robinson and president Alistair Flower.
Hastings Hotel licensee Lillie Williams said she would work towards resolving current issues such as under-age drinking.
"I'm only new to the role as licensee for the Hastings Hotel in Wauchope," she said.
"I just want to be as involved in the industry as I can. The more I'm involved the more I'll learn.
"I've be one of the youngest members to join the committee so I can offer a fresh perspective I guess.
"We definitely have the same issues in Wauchope as in Port Macquarie."
Finnian's Irish Tavern licensee Christo Wilken said he was interested in setting the guidelines for acceptable behaviour for patrons.
"We want to be on the frontline in terms of seeing how other venues deal with patrons, how we can better our facility and get everyone working together," he said.
"Making sure we are reviewing barrings, what kind of behaviour is acceptable and what isn't.
"It's all about creating the best environment possible for all the patrons."
The HLA also announced they have launched a campaign targeting under-age drinking in the greater Port Macquarie area.
The campaign is supported by Port Macquarie Hastings Council, NSW Police and the Australian Hotels Association.
The HLA recieved $15,000 in funding from the NSW Government's liquor accord grants program in June this year to fund awareness campaigns.
Rydges Port Macquarie general manager Steven James said this year was going to be an exciting one.
"It's an exciting time and there is a lot bubbling under the surface which is coming to a head this year," he said.
"If you look around the committee table this year it's a strong group and I felt I needed to be a part of it.
"For me it's about making sure there is safe consumption of alcohol and ensuring we are all on the same page for the walkie-talkie system.
"I'm looking forward to seeing a lot of things come out of this year, it's an exciting time."
