A man who allegedly wrote an email detailing the "graphic torture of a very young child" will stay behind bars in Victoria after he was refused bail.

Travis Loughnan faces numerous charges after police allegedly found 1983 child pornography images on his phone.
Police also say he broke his reporting obligation rules by babysitting a child "of tender years" and allowed her to bathe at his home.
Loughnan came to police attention when he allegedly sent an undercover detective, posing as an internet user, a folder of 10 child pornography videos on a "notorious" Russian website.
At first Loughnan sent the undercover agent a Dropbox link to adult pornography, but then wrote "oops wrong link", before sending the videos involving children, it is alleged.
Loughnan's Mildura home was raided in September 2018, with various devices seized and police subsequently examining his email use.
They allege he sent a graphic email, which detailed "the sexual exploitation of a seven-year-old girl".
Loughnan allegedly denied having Dropbox, then claimed he had been hacked and that his ex-girlfriend knew his password - even though she'd broken up with him years earlier.
He faces 14 charges including four instances of breaking reporting obligations, and accessing, producing, soliciting and distributing child abuse material.
On Monday, Loughnan's mother and sister gave evidence via video link to the County Court of Victoria, saying he was welcome to live with them if given bail.
But Detective Senior Constable Jamie Middleton said Loughnan had installed means of hiding his IP addresses on his devices, and would require 24-hour monitoring to ensure he didn't offend while on bail.
Loughnan argued that as he'd been in custody since September last year, and would likely not face trial until March 2020, he was burdened by an 18-month delay.
His lawyer Jacqualyn Turfrey added Loughnan had previously attempted suicide in jail.
But he failed to convince Judge Paul Higham the delay was too long.
"I do not find the delay in any way inordinate, not do I find there is a significant risk of Mr Loughnan spending more time on remand than any eventual sentence, should he be convicted," Judge Higham said as he refused bail.
"I am not satisfied that Mr Loughnan has discharged his burden of compelling reason why his detention is not justified."
