That will pave the way for the construction of a seven-storey tourist apartment-style building including basement parking at 17 Clarence Street.
The developer went through a redesign process to address car parking requirements after Port Macquarie-Hastings Council deferred the development application in February 2019.
Revised plans were lodged in April.
The development will have 81 on-site car parking spaces.
There will be basement parking, ground floor commercial and 47 tourist apartments spread across levels one to six.
A report before the June council meeting said the development may provide for up to 79 leasable units with the combination of dual key arrangements.
There will be a communal rooftop space with barbecue area, swimming pool and outdoor terrace.
The project has a capital investment value of $14.7 million.
The council has granted consent, subject to conditions, to the mixed commercial and motel/serviced apartment development.
