Head of Development for Lewis Land Michael Long said the desire was to create a "vibrant and welcoming community space" in a growth corridor of Port Macquarie.
"This $100 million project will be rolled out in stages over the next six years and will offer the surrounding community and region with an architecturally formed community hub where they can shop, work, come together, enjoy a meal and families can interact," Mr Long said.
The 5,200sqm stage 1 development will feature a Hastings Co-op IGA, hardware and liquor offering, a chemist, restaurants and specialty stores.
"The design features enticing landscaped spaces which will capitalise on Port Macquarie's temperate climate and locals' love of the outdoors," said Mr Long.
Stage 1 is being constructed by Port Macquarie company Commercial Project Group and will open this November.
The future stage 2 will bring a community centre, entertainment precinct, commercial offices and additional retail spaces.
Sovereign Hills is home to more than 1,200 locals.
It is located at the junction of the Pacific and Oxley Highways.
