In near-perfect conditions of between three and five-feet of swell, Bourke broke through to claim his first surf classic victory in the men's open division.
Committee member Geoff Branch said it had been the culmination of several years of hard work progressing through the local surfing ranks.
"He's come up through cadets, juniors and the open short board (divisions) in any competition in our area," Branch said.
"He's surfed in every Bird Rock since he was a cadet and won a few other divisions, but never won the open division."
Not only did Bourke win his first Bird Rock trophy, he did so in a division featuring several well-known local surfing identities including Jack Clarke and previous winner Josh Burrows.
"(Todd) has been one of our standout surfers over the years and it's really hard to win the men's opens because there are a few ex-world tour and QS surfers in there," Branch said.
"Samba Mann was tipped to win it and there were scores up in the eights and nines."
Bourke first learned to surf in Bali at the age of six before his family moved to Port Macquarie at the age of nine.
Other winners included Jenni Sewell (women's open), Damian Kelly (men's longboard), Cath Perry (women's longboard), Jae Bell (cadets), Liam McCarthey (juniors), Sea McManus (under-15 girls), Gary Tinker (kneeboard), Wazza Bell (over-40s), Rob Shouten (over-50s) and Wayne Bale (over-60s).
