Nationals candidate for Cowper Patrick Conaghan made the $370, 000 announcement on May 12.
He promised it would be one of his "first orders of business" if elected.
"I want to ensure that no matter where you live, location is no barrier when it comes to the essential infrastructure people need and deserve."
Stuart Redman said it was a momentous day.
"It will mean residents can sleep easily at night knowing Crystalline Silica won't be blowing over their children and grandchildren." Mr Redman said.
Last year Port Macquarie-Hastings Council trialed the use of crushed concrete to form a better base for the road.
Mr Redman said he was concerned about the potential by-product of crushed concrete, 'Crystaline Silica', which he labelled the "new asbestos".
He said the announcement was a "vote changer" for the small community on the outskirts of Port Macquarie.
Father of two Craig Thomas's property is on The Hatch Road.
He said the dust from the road had adversely affected his families quality of life.
"Over the years we can't even have a barbeque outside because the dust is that bad," Mr Thomas said.
"Hopefully we will soon be able to hang our clothes on the line without dust all over them but I'll believe it when it happens."
The community have been campaigning for The Hatch Road to be sealed for over a decade with no success.
