May 1 is National Domestic Violence Remembrance Day.
Seventeen roses were laid to honour the women that have died.
CEO of Liberty Domestic and Family Violence Specialist Services Kelly Lamb said the ceremony was an opportunity for people to reflect on the effects of domestic violence.
"This national day of remembrance reminds us that we can prevent future deaths with the right interventions, education and specialist support services like Liberty," Ms Lamb said.
Liberty Domestic and Family Violence Specialist Services provided services for 730 women and children experiencing domestic violence in the Hastings in 2018.
Ms Lamb said any extra funding would be appreciated.
"The funding that we receive for our services is not enough.
Every part of our organisation requires more funding.

Liberty Domestic and Family Violence Specialist Services offers a crisis accommodation centre, outreach services through Liberty Cottage and prevention strategies.
Ms Lamb said domestic violence affects people from all walks of life.
"It is unknown, people are not aware of how prominent it is in our community.
"It is hidden, behind closed doors."
