Chief executive officer Richard Jones OAM said Scott will represent the Mid-North Coast region.
Mr Jones said each committee will comprise a chairperson and up to eight members from the local community.
Each person will be selected in a merit based process that considers skills, experience and qualifications, he said.
"We have always received wonderful support from our community and each of these committees will ensure our direction and partnerships continue to serve the community's best interests through strong local governance and advice on matters such as community partnerships, fundraising and local regional priorities, each committee will play a key role in our future," Mr Jones said.
"The RAC is an outstanding group of local community and business leaders from various regions within our service area and we are thrilled with Scott's appointment to represent the Mid-North Coast working alongside our MNC business and community liaison officer Richard McGovern.
"The RAC will play a key role in our future.
It will ensure our rescue helicopter continues its life-saving work free of charge and the decisions we make are in the best interests of local communities.

"It will ensure our rescue helicopter continues its life-saving work free of charge and the decisions we make are in the best interests of local communities."
Mr Newton said he was delighted with the appointment.
"I'm delighted to have this opportunity to be hands-on with such an important regional service," he said.
"The RAC members are all passionate about the community benefits provided by the Westpac Rescue Helicopter to the Mid-North Coast.
"We will work hard to ensure the service continues its life saving work with the support of NSW Ambulance, our sponsors and for the very generous community in our region."
In March 2017, the service announced its commencement of a new ten year contract with NSW Ambulance to operate the Northern Zone of the NSW Helicopter Retrieval Network.
The service now operates 24-7 from three bases in Belmont, Tamworth and Lismore.
